Job Summary

Duties and Responsibilities

  • Support daily financial operations of the project in close collaboration with the UNDP CO Finance Team, Regional Clusters, and Project Operations Analyst.
  • Manage project finances, process invoices, and ensure tax exemptions for project-related goods and services.
  • Facilitate timely financial disbursements for goods and services.
  • Track budgets and expenditures across partnering states, preparing statements of expenditures and utilization certificates.
  • Provide guidance to Regional Cluster Operations Assistants on UNDP operational procedures and project implementation.
  • Assist in the budget cycle, including planning, preparation, revisions, and execution.
  • Offer financial support for workshops, field trips, and project-related activities.
  • Contribute to the preparation of work plans, operational plans, and procurement plans, and conduct periodic reviews.
  • Support quality control of project activities by assessing impact, tracking outputs, and ensuring timely delivery.
  • Monitor project activities in accordance with the work plan.
  • Assist in drafting quarterly and annual project progress reports regarding financial matters for the MoHFW and donors.
  • Aid partner agencies in monitoring financial compliance with budgeted costs in line with UNDP policies.
  • Oversee project expenditures, ensuring authorization before incurring costs.
  • Prepare for budget revisions and assist external evaluators during audits.
  • Ensure all financial activities are executed on time and within budget to achieve project goals.
  • Support the Project Manager and Project Operations Analyst during audits and follow-up actions.
  • Ensure compliance with UNDP regulations and policies.

Required Skills and Experience
Education:

  • Secondary education required; a bachelor s degree in accounting or a related field is preferred.
  • An educational certificate from an internationally accredited accountancy institution is advantageous.

Experience:

  • Minimum of 6 years of relevant experience with secondary education or 3 years with a bachelor s degree in accounting, finance, or project coordination/implementation.

Required Skills:

  • Experience with digital finance solutions and data management systems.
  • Knowledge of Atlas/Quantum is an asset.
  • Proficiency in preparing financial reports.
  • Strong interpersonal and networking skills.

Desired Skills:

  • Understanding of Memorandums of Agreement (MoAs) and utilization certificates.
  • Experience working with government agencies, international organizations, and community leaders.
  • Familiarity with UN regulations and procedures.

Professional Certificates:

  • ACCA certification is desirable. Candidates may need to take the UNDP Accounting and Finance Test (AFT).

Language Requirements:

  • Strong oral and written communication skills in English.
