Road Transport Contract Manager Dlng Job in Shell

• The individual will work closely with the RT Program manager & CP (contracting and procurement) to process the strategy, contracting and proceed with other stages in the process to start up the haulier operations.
• This will include potential haulier detailed pre-qualification exercises and addressing the specific risk around transportation of LNG fuels on the road
• Work with potential new haulier in the shell system or existing haulier but new to LNG product to establish systems / processes and governance for the safe and commercially competitive LNG operations in India.
• Manage the transportation for fuels for Mumbai region.

Contract Management

• Set up and manage ongoing road transport contracts for Downstream LNG & fuels, e.g. assess hauliers and driver performance (number of TRCs, spills, etc.), conduct haulier audits, manage penalties etc.
• Conduct monthly LOD1 checks
• Conduct BPR (Business performance review) 6 monthly.
• Conduct RT Pillar assessment yearly
• Conduct PACM annually
• Ensure HSSE is followed on top priority as per CF and promote HSSE Best Practice and other improvement initiatives and support their implementation
• Participate in local working groups / workshops related to transport engineering and/or safety.

Operations

• Seek and follow up on professional advice in case of HSSE issues. Provide input in HSSE management information system.
• Identify areas for performance optimization and deliver improvements in co-operation with Order to Delivery Manager, C&P and other relevant staff; in particular by effective tendering of haulier contracts
• Actively driving compliance with global standardized Streamline processes, supports the Sustain and Improve work in the cluster/region
• Participate in Road Transport Functional Network activities. Continuous monitoring haulier industry cost developments, relevant legislator environment, keeping key internal and external stakeholders updated
• Align activities with global OE standards and improvement programmes.
• Set up process for Haulier induction, training. Driver induction and training.
• Set-up Authorised halt points en- route all journey routes.
• Set up IVMS and OBC in all trucks. Ensure hauliers are monitoring as per plan.
• Ensure RHM and JMP are mapped.
• Ensure truck availability for Shell Energy customers in line with agreed business plan / Demand.
• Manage interface with OTD and Shell Energy India LNG customers for ensuring delivery on-time with nil to minimal stock outs.
• Liaise with Order to Delivery Manager to optimise transport capacity and budget on daily basis
• Continuous monitoring haulier industry cost developments, relevant legislatory environment , keeping key internal and external stakeholders updated?

• Gap between local regulatory and operating standards for logistics and Shell standards
• Long delivery distances coupled with small and fragmented haulier base
• Frequently changing supply and delivery plans fragile supply chain
